EU Commission Flags Meta Over WhatsApp AI Restrictions

(MENAFN) The European Commission on Monday informed Meta that it preliminarily believes the company may have violated EU competition rules by blocking third-party artificial intelligence (AI) assistants from WhatsApp, a step that could negatively affect competition in the fast-growing AI sector.

The EU Commission said that Meta’s policy update could prevent rivals from entering or expanding in the market for general-purpose AI assistants, and Brussels is considering interim measures to reverse the exclusion while the investigation continues.

Meta, which owns Facebook, Instagram, WhatsApp, and Messenger, also offers its own AI tool, Meta AI. According to the EU Commission, in October 2025, Meta revised its WhatsApp Business Solution Terms to effectively bar third-party AI assistants from accessing and interacting with users on the platform. Since January, Meta AI has been the only assistant available on WhatsApp.

The Commission stated it “preliminarily considers this conduct to be in breach of EU antitrust rules.” It noted that at this stage, Meta is likely to hold a dominant position in the European Economic Area market for consumer communication applications, primarily through WhatsApp, and may be abusing that dominance by denying access to third-party AI assistants.

According to Brussels, Meta’s actions could create barriers for smaller competitors, limit market expansion, and potentially marginalize rivals permanently in the AI assistant space. Meta now has the opportunity to respond to the Commission’s concerns and exercise its rights of defense.
