EU Warns X Over Grok’s Harmful Content
On Thursday, the Commission instructed X to preserve all internal records and data related to Grok until the end of 2026. The bloc’s technology spokesperson, Thomas Regnier, told reporters: “We have witnessed GROK generating anti-Semitic content and more recently sexual imagery of children. This is illegal. This goes against Europe’s values and our fundamental rights.”
He emphasized that the platform must not erase internal documentation, as the Commission has “doubts” about X’s compliance with EU legislation.
According to xAI’s Acceptable Use Policy, depicting individuals in pornographic ways or sexualizing children is strictly prohibited. However, a recent “digital undressing” trend has seen users publicly tag the chatbot in posts and instruct it to alter photos. Commands such as “put her in a bikini” prompted Grok to produce manipulated images, placing real women and girls—without their consent—into revealing clothing or sexually explicit positions.
The British government has urged X to address the issue immediately, while French ministers have referred the matter to prosecutors.
Grok has attributed the incidents to failures in safeguards and claimed that corrective measures are underway.
This preservation order marks the latest escalation in tensions between the EU and Musk’s platform. In December, Brussels imposed a €120 million (about $140 million) fine on X under the Digital Services Act (DSA), accusing it of misleading users through modifications to its blue checkmark verification system. Musk rejected the penalty, calling it politically motivated.
